Battery City is the great metropolis at the center of the wasteland. It is a utopia of peace and conformity. The world of Black and White The city that contains BL/ind’s operating base. Situated in California. There is no danger, but there is no excitement.

The president of this city is yet unkown. Only the Japanese woman who goes by the name "Director" talks in behalf of Better Living Industries and the city. Draculoids are the police around the city to keep all things proper and organized. S/C/A/R/E/C/R/O/W's refers to BL/ind’s security department (Scarecrow Unit) or operatives of it. The operatives are of higher rank than the Draculoids.

BL/i market a drug that artificially creates feeling of happiness – eliminating the need to do anything real in life anymore, or experience anything enjoyable. The pills are the main way BL/i employs mind control to the masses (also used are mind control videos with hypnotic designs and a calm female voice saying “everything is perfect” and similar things). The logo on the pill bottle shows just a happy face. bli has slogans like “we can fix you, ” “building a better you,” “everything is perfect,” “love is a pill.” this keeps the citizens under their control and blind to what is really going on (reflected by the way the BL/i logo is printed as BL/ind, the better living being bold and blocking site of the fact that it’s an industry).
